Hope Mills is the lake town south of Fayetteville. The trade against the city is specific: a longer drive to the same south gate, and a higher combined tax rate, in exchange for a smaller-town setting built around the lake. Paperwork that still says Fort Liberty is describing Fort Bragg.
The lake rules come before the commute
Hope Mills Lake is a no-wake lake. Boats need a town permit issued in person at the Recreation Center. The lake park is open Monday to Saturday from sunrise to 30 minutes before sunset, and Sunday from 12:30 to 6:30 p.m.
The Recreation Center at 5770 Rockfish Road is where the boat permit is issued and the point the Monday range is measured from.

Two routes, one gate
Both routes end at Yadkin Road, Gate 4, open 24 hours. Via I-295 North: 16.2 miles, typically 18 to 28 minutes. Via NC-162: 11.7 miles, typically 18 to 35 minutes. Same Monday 7:00 a.m. departure on October 5, 2026. The shorter road is not the faster worst case.
Neither range includes the ID check. Yadkin Road is expected to take added traffic while Gate 5 stays closed (since 5 a.m. on July 27, 2026, for up to 24 months). Rock Merritt is weekdays 5 a.m. to 9 p.m. only. This page’s times stay on the 24-hour gate.

The rate, then the flat refuse line
The combined rate for 2026 tax bills is 1.074 per $100 of assessed value. The pieces are the town rate 0.525, a recreation rate of 0.05, and the county rate 0.499. The town share is the largest piece. The published combined rate still excludes storm water, solid waste, refuse, recycling, and transit or auto privilege taxes, which is why the refuse charge shows up as its own line: Hope Mills has an annual refuse tax of $342.72 on the county bill. The 1.074 figure is separate from that $342.72.

Hope Mills sits a little above Fayetteville on a smaller sample, and well below the Moore County towns. The band is single-family recorded sales. The layer does not say whether each sale was arm’s-length. ZIP 28348 is in NC182, so the allowance is the Fort Bragg rate.

A park that is not the lake
Hope Mills Municipal Park is dawn to dusk, just over 28 acres, with 6 lighted athletic fields, the Hope Mills Veterans Memorial, a skate park, a dog park, and a 1.6-mile walking trail.

Same school system as the city, different morning
Hope Mills is Cumberland County Schools, the same system as Fayetteville and Spring Lake. Students attend where they reside. Confirm the school by address with the district. Fort Bragg Schools require living on post, so a Hope Mills address is outside that system. E.E. Smith High is the district high school named for on-post families, not a default assignment for this town.
County residents may apply for K-12 school choice in January and February and must provide transportation, on top of a longer Yadkin Road drive than the one from the Fayetteville courthouse. Kindergarten is age 5 on or before August 31. Area high schools run a 4x4 schedule. Military families moving to Fort Bragg may enroll remotely before they establish residency.

Who it suits
Hope Mills suits a lake-town setting when the household can spend the extra minutes to Yadkin Road and has priced the higher combined rate plus the $342.72 refuse line. It is a weak fit for a few-minute north-gate morning, or for the lowest tax rate in the set.
Nearby alternatives
Fayetteville uses the same Yadkin gate from a closer origin, at a lower ordinary combined rate, inside a city whose sales band hides a lot of variation.
Spring Lake flips the map: Honeycutt Road instead of Yadkin, the shortest drive of the six, the lowest price level, and the highest combined tax rate.
Southern Pines keeps Yadkin Road as the measured gate and gives back a much lower tax rate in exchange for a 30-to-45-minute range and a price level about double the Cumberland towns.
Pinehurst is farther on that same Moore County approach, with the longest range and the lowest tax rate.
Aberdeen is the Moore County middle on the clock, with the lowest Moore price level, still well above Cumberland, and a tax rate above Southern Pines and Pinehurst.
